Abstract: Sinochem Group established 5 big business sectors of energy, chemicals, agriculture, real estate and finance, among which Sinochem Energy is the biggest one. Sinochem Energy must be stronger, bigger and better in response to the requirements of deepening the state-owned enterprise (SOE) reform to safeguard the diversified energy supply and better fulfill people’s increasing demands for universal energy services. In the face of new opportunities and challenges, the Group needs to make comprehensive, systemic and in-depth innovation. As the core and foothold of the Group’s overall reform, Sinochem Energy should grasp the opportunities to speed up its reform. 6  Seizing Favorable Opportunity to Deepen Gas Price Reform and Promote System Reform

Abstract: Although we have time window in “liberalizing both the source and the end” and clear measures for “controlling the middle” in natural gas industry, the system obstacles still remain such as the limited suppliers in upstream and unfair access to network, etc. Therefore, to deepen the natural gas prices reform comprehensively, we should seize the favorable opportunity to promote the system reform collaboratively, lay equal emphasis on price liberation and control, decrease prices for both residential and non-residential gas by stages, relax the gas source prices gradually, promote the independent operation and fair opening of natural gas pipeline business, and speed up the oil and gas system reform.


7 Development and Enlightenment of China’s Shale Gas Development Demonstration Zones

Abstract: This paper makes a comparative analysis of the global shale gas potential and development, the development of China’s shale gas demonstration zones, and the shale gas development history of the US. It is concluded that marine shale gas, which features high abundance of organic matter, favorable types, high gas content, stable distribution and vast area, is the first choice for China’s shale gas exploration and development; the large-scale efficient shale gas development requires unconventional management and technologies. China’s shale gas development is faced with the following major problems: a large gap between China and the US in shale gas resources, market, policies and pipeline networks; unclear resources potential and scale  efficiency; the current single well costs make it very difficult to achieve the yield goal of 300×108m3 in 2020. Thus, the following suggestions are put forward to solve these problems: focusing on marine facies in Sichuan Basin to advance the construction of China’s shale gas development zones steadily; making innovation in management and continuously exploring and applying economical technologies to reduce cost and improve efficiency; optimizing “sweet spot” and focusing on enrichment layers to improve per unit yield; continuing to make more efforts in policy support of shale gas development.


8 Possible Methods for Improvement of Petroleum Resources and Reserves Classification

Abstract: Classification of petroleum resources and reserves is the basis for operation and management of petroleum resources. To meet the different demands, there are a lot of plans for classification on the basis of different prospective, but none of them is acceptable to the majority of people. Therefore, based on the knowledge accumulated in the past, this article focuses on the possible methods to improve the “general” classification. Such classification should be characterized by generality, continuity, expandability and accuracy, including seven basic components and four derivative indexes. And any classification won’t be qualified if it fails to meet those requirements. It is also pointed out that the economic feasibility is not equal to commerciality. Since the differences in terminological definition reflect the different demands for management, a plan is brought up to adjust PRMS-2007, UNFC-2009 and China’s related classifications based on the experiences in revision and perfection of classification methods.
