1  Thoughts and Suggestions on Reform of China Oil Import and Export System

Abstract: The restrictions on crude oil import should be relaxed with the purpose of timely breaking the policy boundary between state trading and non-state trading of crude oil. We should adhere to the automatic license system for state trading of refined oil import, improve the management of refined oil export quota and the macro regulation and market supervision. We should also make full use of both the economic levers to guide the oil import and export, and the preferential policy in the free-trade zone and the bonded zone to speed up the construction of the oil futures market.


China Should Seriously Deal with Problems in CBM Development.

Abstract: Despite the fact that China’s natural gas industry was at a relatively weak stage in 1980s, the Party Central Committee has made foresighted decisions to lay a solid foundation for its development. Apart from fundamental researches, now we should pay attention to researches on technology and equipment in order to blaze a trail for the development of low-cost CBM. 


3  Accelerating Construction of Gas Storage to Enhance Peak-Shaving and Emergency-  Response Capability of Natural Gas

Abstract: We should carry out the national geological survey in order to obtain data suitable for the construction of underground gas storage. It is also necessary to increase the basic technical support for gas storage construction engineering, implement classified financial support to create conditions for multiple subjects to participate, and build a full range of investment environment for gas storage projects.


4  Energy Enterprises Are Focus of State-owned Enterprise Reform

Abstract: Holistic listing is suitable for enterprises with more concentrated business, like PetroChina, Sinopec and some power construction companies However, if the Group has broader businesses, the holistic listing is not necessarily a good choice. It may be more attractive to have independent listing according to the division of the business sectors. How to conduct a scientific assessment and reasonable consideration of state-owned assets is one of the must-be-solved problems to prevent the erosion of state-owned assets in the SOE reform.


5  Original Subsidy Models to Promote New Energy Development Call for Further Improvement

Abstract: The development of the new energy industry has reached a critical phase, so the government decision-making management, entrepreneurs and technological experts must work together to deal with the development problems and growing pains. Our next step is to strictly carry out the strategic ideas on energy development, such as “Four Revolutions” and “One Cooperation” proposed by the General Secretary Xi Jinping. Additionally, we will stick to five key development ideas, and make some adjustments while strengthening system supervisions, improving policy measures, and practicing early investment warning mechanism.

6  Challenges and Countermeasures of Tight-Oil Engineering Technology in China
The geological condition of the tight oil in China is quite different from that of North America in terms of pressure coefficient, oil content, degree of natural fracture development and other aspects. Consequently, the mature foreign engineering technologies are not fully applicable to the tight-oil development in China. At present, China has to meet four major challenges in its tight-oil engineering technology: drilling and completion of horizontal wells, volume fracturing of horizontal wells, “factory” operation, and oil recovery and management mode of engineering technology in tight-oil horizontal wells. It is pointed out that the implementation of innovation-driven strategy is the key to achieving tight-oil benefit development. CNPC has developed a set of innovative design methods and management modes for the development of tight oil to improve single-well production technology and achieve sustained integration and innovation by relying on the integrated platform of geological oil reservoirs and engineering technology, the engineering technology for efficient well drilling and completion, and the overall reservoir reform technology. In the end, some suggestions are put forward on the development of China’s tight-oil engineering technology in terms of management mode, technological innovation direction and mechanism reform.


Exploration and Development of Fuling Shale Gas Field

Abstract: Sinopec discovered Fuling Shale Gas Field during the exploration in the Lower Silurian of southeastern Sichuan in the end of 2012 and launched pilot development in Fuling Shale Gas Field in 2013. During the past three years, China has completed the shale gas capacity of five billion m3/a, and achieved large-scale and commercial development of shale gas. The successful development in Fuling Shale Gas Field has promoted China’s exploration theories and development technology of marine shale gas, its establishment of replicable and propagable development patterns for “well factory”, and an integrated industrialization pattern for shale gas development and construction, and has driven forward the domestication of key equipment and matching tools, all of which have contributed to the safe and green development of shale gas.Besides, Sinopec has succeeded in cooperation and win-win results with the local government, which has greatly advanced the adjustment and optimization of China’s energy structure. The capacity construction of 5 billion m3/a in Phase II of Fuling Shale Gas Field has been officially launched. It is predicted that the capacity goal of 10 billion m3/a would have been fulfilled by 2017.
