2PetroChina’s Prospect of Oil and Gas Exploration During the 13th Five-Year” Plan Period

Abstract: During the “13th Five-Year” Plan period, PetroChina will be faced with new situations of external environment changes like the implementation of “two new laws” and low oil price and numerous internal challenges such as the increasingly complex targets of exploration and development and worsening resources. The studies show that PetroChina’s oil exploration is in the middle stage and its scientific and technological innovations of oil and gas are in the “phase of accelerated development”. Through insisting on the resource strategy, taking marine carbonate rocks, tight gas and foreland thrust belts as the main exploration field of natural gas, targeting clastic lithologic reservoirs as the leading part of oil exploration and sticking to innovations in theory, technology and management, we will discover high-quality, high-efficiency and large-scale reserves continuously and maintain the constant increase of oil and gas reserves at peak during the “13th Five-Year” Plan period.

As the issues concerning energy and environment are increasingly prominent, efforts should be made to adjust and optimize industrial structure in order to advance China’s energy structure transformation and achieve the clean and low-carbon energy utilization in which natural gas will play a significant role.

 

4Building a New Think Tank System of CNPC

Abstract: Think tank is an important part of national soft power. The construction of new think tanks with Chinese characteristics is a national major strategic move taken by the Central Committee. Attaching great importance to the establishment of think tank, China National Petroleum Corporation (CNPC) has set up a decision-making research and consulting system dominated by seven institutes and two centers. However, there are some problems in this area though remarkable achievements have been made in application of this system. For example, the existing structure is not in steps with the current situation. Based on “Opinions on Strengthening the Construction of New Think Tanks with Chinese Characteristics” and the demand for China’s sustainable petroleum industrial development, this paper presents the proposals on functions, framework, targets and development methods for CNPC’s new think tank system construction. It is suggested that the functions of think tank should be positioned to construct with graded framework in two types – technological innovation think tank and strategy-policy research think tank; the oil-gas industrial characteristics and advantages should be highlighted with improved quality of R&D results and raised decision-making service capability; innovation should be made in management structuring mechanism to enhance the inherent vitality and motivation and; organizational leadership and orderly promotion should be strengthened with focus on characteristics and quality.

 

52015 Review and 2016 Outlook on Economic Operation of China Petroleum and Chemical Industry

Abstract: Under the pressure of China economic downturn in 2015, our petroleum and chemical industry has basically achieved the smooth operation of industrial economy, with the main business income industry-wide reaching 13.14 trillion yuan, declining by 6.1% year on year, and the total profit was 648.49 billion yuan, dropping by 18.2% year on year. In 2015, the national oil-gas production totaled 329 million tons of oil equivalents, a year-on-year increase of 2.1%, among which the production of crude oil and natural gas was respectively 215 million tons and 127.14 billion m3, up by 1.7% and 2.9% year on year. The imported crude oil was 335 million tons, up 8.8% from a year earlier, while the imported natural gas was 61.65 billion m3, up 3.4% from a year earlier. The annual crude oil processing was 522 million tons, up by 3.8% year on year, and the refined oil production was 338 million tons, up by 6.1% year on year. In 2015, the industrial structure was optimized for production growth; the transformation and upgrading of enterprises and product structure adjustment was accelerated, and energy efficiency was improved constantly with overall industrial benefit rebounded. Due to the instable industry economic operation, the pressure of economic downturn is mainly reflected in industrial overcapacity, high enterprise costs, tax burden and weak investment. With the rebounding and stabilizing oil price and modest recovery of global economy, it is expected that China petroleum and chemical industry will achieve the general objective of steady growth.

 

6Scientific and Efficient Development and Utilization of Oil and Gas Resources Are Core of Upstream Industry Innovation

Abstract: The proportion of oil and gas in our primary energy consumption is less than 30%, about half of the world average level. Upstream oil industry should aim at improving quality and efficiency and increasing production and reserves, so its innovation should coordinate “both domestic and international resources and markets” and adhere to the policy of “the domestic-oriented with the supplement of the foreign.”

 

7Review of the “12th Five-Year” Plan and Outlook of the “13th Five-Year” Plan in CBM Industry

Abstract: Annual CBM production stood at 17.1 billion m3 in 2015, achieving 57% of the planning target. The midstream and downstream construction of CBM industry met and exceeded goals with large CBM industry chain taking shape. We should keep the annual growth rate of CBM production at 10% or so with total production of 27 to 30 billion m3 during the period of the “13th Five-Year” Plan.
