1、Development and Outlook of Offshore Petroleum Engineering Technology
Abstract: Special Symposium on Offshore Petroleum Engineering Technology, 2015 China Oil & Gas Forum, focus on the technical problems in the process of China’s offshore oil & gas exploration and development. After 30-year development, China’s offshore petroleum industry, based on the development pattern of introduction, digestion, absorption and re-innovation, has witnessed an oil equivalent of over 50 million tons for 5 years in its offshore oil & gas output. China has steadily stepped into the deep water of South China Sea for petroleum exploration and development. Despite of the initial ability to explore and develop deep-water oil and gas, it still suffers the bottlenecks due to the shortage of both deep-water development technology and equipment. It is suggested that China should strengthen its cooperation at home and abroad, make full use of the innovation platform featured by the integration of production, teaching, research and application, energetically improve the research of offshore oil & gas engineering technology and major equipment, and accelerate the process of localization so as to reduce the cost and increase the profit.

2、Eight Trends in China’s Energy Transformation till 2030
Abstract: Through a review on current policies before September 2015, an innovation project group of Chinese Academy of Social Sciences concludes in the relevant data analysis that the intended goal of energy conservation can be fulfilled, but there are still some uncertainties in terms of structural adjustment, efficiency improvement and energy conservation. To guarantee a smooth transformation of energy production and consumption, we have to slow down economic growth, reset the development direction of coal industry and the positioning of oil and gas industry so as to eliminate the development bottlenecks of non-fossil energy and get on the right track in energy conservation and emissions reduction.

3、Fruitful Achievements in Modern Coal Chemical Industry during the “12th Five-Year” Plan Period
Abstract: During the “12th Five-Year” Plan period, China has made fruitful achievements in its modern coal chemical industry. We have made important development in cutting-edge coal gasification technologies, major breakthroughs in key technologies of modern coal chemical industry, and significant achivements in the demonstration of modern coal chemical industry.  

4、Energy Internet and Revolution
Abstract: The energy industry, which is more closed and conservative with deep barriers, need to rely more on the Internet to have innovations and upgrading to keep up with the trend of the times, and to provide opportunities for the emerging enterprises to counterattack traditional business giants. The energy Internet is a technical support to shape next-generation intelligent power system, and it has developed well in improving operation efficiency and cost reduction of power generation by renewable energy. In brief, energy Internet is a set of methods to address challenges facing the energy revolution with modern information technologies.

5、Correct Understanding and Application of Petroleum Resources Management System
Abstract: Since the early days of modern oil industry, each major oil-producing country has put forward their own classification systems in different historical stages according to their own national conditions. As one of these classification systems, PRMS is merely a “framework” designed for project assessment and international communication. But PRMS itself is not flawless. Practices worldwide in the recent years prove again that we should hold a dialectical and developmental attitude toward petroleum resources classification and management system so as to seek a common ground while reserving differences and have it constantly revised and improved in practice.

6、Sustainable Development of PetroChina Engineering and Technical Service Business
Abstract: PetroChina has actively opened up its engineering and technical service market both at home and abroad since it restructured its specialized companies in 2007. Through the implementation of the innovation-driven strategy, it has provided powerful support for oil and gas exploration and development with its market competitiveness significantly improved. The domestic business profit was 960 million yuan in 2013 from a loss of 1.9 billion yuan in 2008, and the overseas profit has remained at about 1.9 billion yuan since 2008. However, there are some problems in the business development, such as larger business turnover scale, weak overall profitability, unreasonable assets structure, inadequate high-end technology and equipment, dispersed research and development (R&D) resources, slow development of key technology, imbalanced internal market price, limited capacity for expanding international markets, etc. Those problems are mainly resulted from imperfect design at top level, unclear strategic positioning, and outdated human resources management with deeply-rooted officialdom standard thought which impedes its great potential in the specialized restructuring process. Therefore, it is suggested that PetroChina should clarify its development positioning and target for its engineering and technical service business as soon as possible, establish a sound internal price system based on quota and market price, provide a fair, just and open platform for talents development, tighten control over market access qualification certification and management, improve regional market coordination mechanism, step up R&D of key technology and high-end technology with innovation of S&T management, and invigorate the development of engineering and technical service business.

7、Accelerating Enterprise Technical Innovation for High-level, High-quality and Cost-effective Results
Abstract: It is a controversial topic on how to speed up enterprise technical innovations for high-level, high-quality and cost-effective results. This paper, based on the specific circumstances of China National Petroleum Corporation (CNPC), discusses some problems in the ongoing science and technology projects, such as inadequate researches of technical literature before proposal; much inclination of tracking imitation in implementation; improper control in foreign cooperation; insufficient attention to some insignificant technologies, all of which lead to some low-level and average-value results. Therefore, it is necessary to actively cultivate innovative thinking and use various technical innovation methods so as to enhance the effectiveness of innovation. The enterprises should pay special attention to integrated innovation and re-innovation after digestion and absorption with focus on “integration” and “re-innovation.” It is suggested that technical personnel in the enterprises should have broad horizons and forward thinking, and always remember and acquaint themselves with the conditions for on-site technical requirements and carry out technical cooperation with small and medium-sized enterprises. How to speed up the pace of technical innovation, gather innovation highlights and improve the efficiency and level of innovation, and how to maintain the company’s leading technical innovation capability and level in the oil-gas industry are CNPC’s major missions and goals. In the long-term practices, we have accumulated innovative experiences of self-reliance to overcome difficulties and made a large number of technical achievements of advanced world level through hard works, giving support to the sustained and steady improvement of our oil-gas reserves exploration and development and oil refining business. The rapid development of today’s technology imposes more complex challenges on our production and management, so we must accelerate the pace of technical innovation, further improve the efficiency of research and development (R&D), and greatly enhance our competitiveness of core technologies by catching up with some high-end technologies to break the blockade and monopoly of external technologies. Considering the CNPC’s weak links and problems in technical R&D, the author would like to talk about some understandings and suggestions on how to further improve its innovation, effectiveness and level. 

8、Unavoidable Aspects in Chemical Hazard Management
Abstract: The work safety supervision authorities should organize safety service agencies (the third-party service providers) to make regular on-site inspections of the enterprises and put their supervisions in place. In addition, they should cooperate with the enterprises’ safety management departments to establish a common monitoring platform so as to have a timely knowledge of the enterprises’ on-site storage of hazardous chemicals, and a full and regular supervision. The enterprises should take the field management as their most important task of security management and have in-time rectification and reform based on the related problems, loopholes and hidden dangers.
