1、Speeding Up Strategic Transformation from Focusing on Large-scale Development to Quality and Benefits to Maintain Sound and Stable Production and Operation

Abstract: In 2014, due to the more complicated international environment and bigger pressure from the national economic downturn, the demand growth of oil-gas market slowed down, and especially the sharp-falling international oil price since July dramatically increased the corporations’ difficulties in production and operation and abruptly elevated the risks in international operations. Facing multiple pressures and great trials, we seek opportunities in challenges and progress in adversity, firmly hold the overall keynote of “seeking improvements in stability” and insist on the development principle of “quality, efficiency and sustainability”. Meanwhile, we speed up the strategic transformation from focusing on large-scale development to quality and benefits, adjust and optimize business structure and steadily advance reform and innovation. Moreover, we fully implement the three major projects—security and environmental protection, harmony and stability, anti-corruption and clean government, to maintain the sound and stable production and operation. From now on, CNPC will perform better the main responsibilities for economy, environment and society, and continuously provide green and low-carbon energy, making contributions to ensuring national energy security and promoting the economic and social development.

2、Future Road of China’s Oil/Gas Development*

Abstract: The basic energy situation of huge energy consumption, great coal supply and consumption, and serious environmental pollution has determined the development direction of China’s energy, which is to control the total consumption amount, improve efficiency, optimize structure and increase the proportion of clean energy. Therefore, the Party Central Committee put forward 5 suggestions to promote energy revolution, pointing out clearly the path for China’s energy development in the future. The author believes that the new energy revolution is the key to the third industrial revolution and China’s strategic opportunities to realize the nation’s great rejuvenation; the main sign of the revolution is the integration of the new energy technology and information technology with the main characteristics of high efficiency, cleanness, low carbon and intelligence; it will bring a new development mode to take the place of traditional and extensive mode, which will have a disruptive impact on traditional energy and manufacturing. Oil-gas resources, especially the unconventional resources, are very rich in China. Improving the proportion of oil-gas production and consumption, especially the ratio of natural gas in primary energy structure conforms to China’s energy development direction, but the key is whether the oil-gas industry could seize the opportunities brought by the energy revolution to realize the scientific and technological progress and revolution. The author proposes five paths, i.e. leapfrog development, reform, reconstruction, change and subversion, to realize the development goals from the traditional to the future oil and gas.

3、Highlighting Oil and Gas Cooperation in Construction of “Silk Road Economic Belt”

Abstract: There are many factors determining China’s highlighting oil-gas cooperation in building the “Silk Road Economic Belt”, such as resource, market, its unique geographical convenience with the surrounding cooperation areas in transportation and macro environment. Therefore, China’s energy enterprises must seize the opportunities to make a big difference. 

4、China’s Oil Refining Industry should Accelerate Its Transformation and Upgrade

Abstract: ZRCC explored a new path of transformation and upgrade for China’s refining–chemical industry, and its development experience indicates that focus should be given on the following aspects for transformation and upgrade of China’s oil refining industry: first, build 7 world-class petrochemical bases and achieve large-scale base construction to solve the problems of “many enterprises, small scale, decentralized structure and disordered management” according to the “Petrochemical Industry Layout Scheme”. Second, clearly stipulate that the newly built petrochemical projects should be equipped with refining-chemical devices, fuel-based oil refining projects should be strictly controlled, and fuel-based refining factories should be encouraged to transform to fuel-chemical refining enterprises. Third, implement oil quality upgrade by eliminating or transforming the outdated production capacity of less than 5 million t/y, especially that of under 2 million t/y. Meanwhile, based on the national requirements for oil quality upgrade, China’s oil refining enterprises should strengthen their technological transformation, and take priorities to upgrade motor gasoline and diesel quality to meet the National V emission standard.

5、Incorporating Rational Utilization of Energy into Legal System

Abstract: In terms of geopolitical pattern, two types of newly developed areas with most of the incremental economy, including the metropolitan suburbs and central towns dominated by agriculture, should be well planned and constructed. The main battlefield of China’s energy utilization pattern revolution should lie in improving energy utilization efficiency up to more than 70%. The key lies in deepening the reform of energy management system and switching from administrative examination and approval to the rule of law.

6、Strengthening Application of Seismic Technology to Improve Efficiency of Exploration and Development

Abstract: Geophysical exploration technology is the dominant technology of oil-gas exploration with an important role in exploration and development. With the continuous deepening of oil-gas exploration, hydrocarbon-rich zones have already realized full coverage of two-dimensional and three-dimensional, but in mineral rights blocks, three-dimensional coverage rate is still very low, less than 22% in eight major basins. With the development of seismic processing interpretation technology, restricted by technology and equipment measure, previously collected data could not meet the requirements for pre-stack deep domain processing, azimuth processing and pre-stack reservoir prediction and other techniques. Under the background of deep digging of conventional oil-gas exploration, enhanced exploration in the “low, deep, marine and unconventional” domains, and low oil price, strategic research on seismic deployment in succeeding and potential domains should be strengthened. Strengthening seismic deployment research and early application study of seismic technology is the safeguard to favorable development of oil-gas exploration. Through analyzing current problems of seismic technology application, we propose the suggestions of strengthening seismic deployment research, increasing seismic investment in early strategic research and enhancing previous data target processing.
