Faced with the difficulties and challenges posed by the fierce competition in the global oil and gas market, urgent task of changing growth mode and arduous target of pursuing growth and efficiency, and serious discipline violations by some top-rank managers, the staff members never fainted, but worked tenaciously, making unexpected better business performance of the year and presenting bright new spots in several aspects. CNPC has a wide coverage of business, a large number of stakeholders, and a high degree of social concern. Accompanying the production development and benefits increase, we will actively fulfill our social responsibilities and strive to be an excellent enterprise so as to make new contributions to the economic and social development.

2. Providing Energy Security for Building a Moderately Prosperous Society in All Respects
Abstract: This paper discusses nine issues in China’s energy development, including current energy development, policies and goals of energy development, all-round promotion of energy conservation, developing new and renewable energy vigorously, improving universal energy service, accelerating progress of energy technology, deepening institutional reform in the energy sector and strengthening international cooperation in energy, etc, and proposes a clear policy orientation for the development of China’s energy sector. CNPC should take a leading role in the following respects: exploiting resources and ensuring supply, deepening internal reform of enterprises to adapt to the opening of external market, encouraging technology innovation and accelerating the transformation and upgrading of enterprises, concerning about people’s livelihood and improving energy service, developing new and renewable energy and international trade.

3. Strategic Reflections on CNPC's Stepping into Ocean
Abstract: Offshore oil and gas production started in the 1940s. In recent years, the pre-salt region in Brazil, the Eastern Mediterranean, the East Africa and other deep waters saw one-after-another breakthroughs that a large number of world-class oil and gas fields were discovered, making deep water oil and gas field become hot spots of investment for some big international oil companies. The global marine oil and gas industry is thriving, so stepping into the ocean is the strategic choice for CNPC.

4. Status and Trend of Foreign Cooperation in CBM Development
Abstract: The current single mode of CBM foreign cooperation should be changed into a multi-mode that includes technical service, renting, joint venture and an integration of coal mining and development blocks, going global to develop CBM abroad in the way of conventional oil and gas. China’s CBM foreign cooperation aims at accelerating the CBM development by relying on the favorable national economic policies, basing on the laws and contracts, the win-win principle and mutual benefits, and more scientific and technological progress and investment as well.
5. Natural Gas Distributed Energy Projects Taking Effects
Abstract: To realize the scientific development of natural gas distributed energy needs to establish a linkage mechanism among natural gas price, electricity price and steam price, to increase the subsidy and tax preference for natural gas distributed energy, and to speed up the domestic production of core equipment. The development of distributed energy is of bright and promising prospect. With the constant national support, distributed energy projects are bound to produce outstanding strategic benefits in the safe operation of grid and energy conservation and emission reduction of the whole society.

6. Great Development of Biomass  Heating to Cope with Air Pollution
Abstract: Biomass heating is the most important distributed heat-supply mode in the world, and it is also a heating by economic, clean and renewable energy. After ten years’ development, it has come into a mature industrial chain, greatly contributing to coal consumption control and heating in Beijing, Tianjin and Hebei. Given economic benefits, multiple environmental benefits and social benefits, biomass heating will be the main force in replacing coal-fired heating in Beijing by virtue of its comprehensive advantages.

7.Energy Development Lies in Changing Thoughts
Abstract: It is necessary to increase the use of renewable energy. Experts predict that power generation of non-fossil energy will provide 62% of the energy consumption in 2050 if energy structure transformation can be achieved. In this case, it is necessary to make great efforts to promote renewable energy development and increase the proportion of renewable energy consumption. Since China’s low energy efficiency is closely related to its industrial structure and energy structure, incomplete energy policies and energy management systems, we should improve energy efficiency as much as possible.

8. Undeveloped Reserves: Realistic Choice for Increasing Production
Abstract: Most of undeveloped reserves are laid aside not because of bad surface conditions, but their geological and oiliness factors. For unutilized oil and gas fields due to the development difficulties, we should put stress on detailed researches to master the particularities. Another concern is the development of heavy oil. For small-scale or remote oil and gas fields with benefit margin, we should evaluate them with new thinking of “oil and gas fields group”.
